Department Summary

The Parking and Transportation Services Department supports the University’s mission of transforming lives; ensuring student learning and success by providing and managing access to CSUSB San Bernardino and Palm Desert campus; and managing the planning, design, and operation of the facilities and programs associated with parking, transit services,

Ridesharing, carpooling, and various alternative transportation programs. The Department seeks to perform its broad mission of providing effective and efficient transportation and parking services to all campus constituents through the provision of exceptional customer service while embracing sustainable and emerging technologies within the industry.

Parking facilities at CSUSB include two (2) multilevel parking structures each having about 750 spaces and several surface lots with an overall total of about 8,300 parking spaces. The Palm Desert Campus only has surface lots with a total of approximately 600 spaces. The Department has approximately 20 full-time staff assigned under parking enforcement, parking administration, alternative transportation, and information centers. The enforcement division of the department's role is to ensure compliance with parking rules and regulations while enhancing campus safety by patrolling the parking lots and structures.


Job Summary

Under the general direction of the Director of Parking & Transportation, Community Service Specialist II serves as the lead providing day-to-day work direction to the Community Service Specialists I. The incumbent collaborates with the Events Analyst and the Equipment Specialist in the planning and execution of campus events e.g. commencement, concerts, etc.      


Lead duties and responsibilities

  • Determine work schedules and ensure adequate staffing; make on-the-spot changes in parking enforcement assignments based on field conditions. Develop and implement a Field Training Manual for all PTS enforcement staff. Monitor staff performance and train staff.
  • Schedule regular times to inform and receive suggestions or reports from enforcement staff in the field.
  • Day and swing shift Community Service Specialist II should work together seamlessly so positions assigned to other shifts to ensure smooth coordination of duties and transfer of information from shift to shift.
  • Research, write and recommend department procedures, expectation memos, and public-facing campus policies related to enforcement, field operations, campus roadways, and related business processes to the Director who will evaluate and decide on the adoption of these policies and procedures.
  • Schedule, coordinate and attend various meetings regarding campus events, facilities, enforcement operations, power outages, construction, and other campus operations.
  • Collaborate with the Events Analyst, Equipment Specialist, and others in the planning and execution of campus events. Serve as the lead in the coordination of large-scale campus events. Collaborate with sworn UPD personnel in the development of operational plans.
  • Maintain effective, collaborative, working relationships with peers and others on campus to ensure effective delivery of services to the campus community and visitors.
  • Responsible for monthly audit of all voided citations to ensure compliance with expectations memos, CSU policy, and California Vehicle Code.
  • Responsible for providing recommendations to the Director about the bicycle enforcement program. This entails developing, implementing, and leading the program including equipment safety, training, and staffing schedules.
  • Coordinate with Palm Desert Campus management to ensure consistency in enforcement, lost & found procedures, events management, and customer contact.
  • Coordinate equipment and uniforms for CSS and parking CSO staff.
  • Serve as a driver for the guaranteed ride home program to sustainable transportation participants.

Administration and Projects Leadership

  • Serve as a collaborative member of the PTS leadership team and engage in collaborative decision-making, brainstorming, and strategy development.
  • Coordinate with the Equipment Specialist on the condition of parking facilities and collaboratively develop solutions.
  • Responsible for entering parking or correctable citation issued by UPD into the T2 system.
  • Represent CSUSB at third-level Superior Court hearings.
  • Serve as a member of the Emergency Operations Center command team.

Field Operations

  • Patrol campus on foot, bike, or vehicle to protect the campus community and visitors from such hazards as fire, theft, vandalism, trespassing, and other crimes. Enforce parking rules and regulations through issuing and selling parking permits, patrolling parking lots, and issuing citations for parking and other standing violations as appropriate using electronic handheld devices. Direct vehicle and pedestrian traffic during peak hours. Place or remove immobilization devices on vehicles.
  • Provide traffic control and placing traffic control devices such as cones, barricades, and signs to facilitate the ingress and egress of vehicles during peak hours, campus events, and emergencies. Collect and store equipment after events. Maintain and inventory traffic control equipment to ensure sufficient devices are on campus to manage all-hazard scenarios and report equipment needs to their Lead. Load, haul, and deploy changeable message boards to various locations on campus.
  • Respond to motorist assists requests such as battery jumps or vehicle lockouts and resolve issues with department-approved methods. Give directions to campus destinations; provide general information about parking procedures, especially related to the display of parking permits and assigned parking areas.
  • Ensure assigned vehicles are clean inside and out to make a strong first impression of the University Police Department to visitors and the campus community. Monitor vehicle to ensure scheduled maintenance intervals are met. Report any needed maintenance or repair to their Lead.
  • Develop, implement, and maintain onboarding and ongoing training for field operations for CSS and CSO staff. Spot-check citations to ensure CSS is issuing cites within expectations. Serve as the expert in the field on relevant policies, procedures, and California Vehicle Code.
  • Coach, lead, and mentor CSS staff assigned to shift.
  • Lead and conduct parking facilities surveys to determine usage of parking spaces during the first two weeks of school and as requested by the Director.
  • Lead various ongoing campus safety inspections including emergency telephones, parking structure fire extinguishers, and campus-wide exterior lighting. Ensure any issues that are found during inspections are documented and submitted to the proper divisions for correction.
  • In the absence of the Parking CSO, assist the Equipment Specialist with the collection of cash from parking permit dispensers

Administration & Training

  • Infrequently, assist in general office or other administrative duties, which may include but are not limited to filing documents, writing field, and citation data reports, or answering phones.
  • The incumbent is responsible for entering the hand-written Police Department-issued parking citations into the T2 Flex management system. 
  • Regularly attend scheduled meetings at the direction of the Director.
  • Regularly attend various training that may be required or optional to satisfactorily complete the assigned duties and responsibilities of the position


Employment Status:  Full-time, probationary, “non-exempt” position with the possibility of converting to permanent.

Work Schedule

  • Monday through Friday 7:00 am to 3:00 pm or 2:00 pm to 10:00 pm depending on the Shift worked, weekends and evenings may be required.


Key Qualifications

  • Must have a thorough knowledge of traffic and parking industry practices and trends and relevant California Vehicle Code.
  • Must have a valid California Driving License.
  • Excellent communication and interpersonal skills (including being a good listener) to interact and communicate effectively with faculty, staff, students, and external constituencies, both verbally and in writing.
  • Demonstrated ability to establish and maintain effective working relationships with Department of Public Safety staff and other individuals and /or groups outside the Department such as faculty, staff, students, the general public, and vendors;
  • Ability to train and provide lead direction to employees on new skills and field operations as well as office procedures.
  • Ability to effectively compile data, interpret, compose, edit, and present reports, papers, and any other documents;
  • Strong critical thinking, analytical, research, problem-solving, and conflict resolution skills.
  • Ability to build effective teams through goal setting, defining responsibilities, empowering team members, providing feedback, and adhering to deadlines.
  • Strong negotiating skills to settle issues and maintain harmony in the team.
  • Ability to make independent decisions and exercise professional judgment based on the following skills: problem-solving, interpreting, developing conclusions, and making recommendations.
  • Working knowledge of and ability to operate standard office and field equipment and technology including, but not limited to, iPads, desktop computer, laptop, copier, fax machine, scanner, and printer.


Education and Experience

  • High School degree or equivalent with three to six months related experience in Parking, Public Safety
    or Security Industry.
  • Entry to the Lead Community Service Specialist classification requires high school level reading, writing abilities, and possession of a valid California Driver's License. 


Preferred Qualifications

  • A bachelor’s degree is preferred.
  • Three (3) years or more of work experience in the parking industry enforcement or security and special events management.
  • A minimum of one (1) year providing lead work direction or supervising full-time employees, preferably in a university setting.
  • Have knowledge of and the ability to research & implement emerging and current parking technologies.  



Anticipated Monthly Hiring Range: $3,500.00 – $ 4,000.00 monthly

Classification Monthly Salary Range: $3,002.00 – $5,049.00 monthly
