Department Summary

Financial Services fulfills CSU San Bernardino's fiscal responsibilities by maintaining financial integrity through sound accounting practices and providing quality services to our campus community. One of the units under Financial Services is Reporting and Tax which is responsible for the preparation of the University’s GAAP financial and tax reporting to the Chancellor’s Office (CO), Internal Revenue Service (IRS), and other outside entities, completing audit requirements, compliance to Unrelated Business Income Tax (UBIT) and Nonresident Alien (NRA) tax regulations and maintenance of the chart of accounts.

Job Summary

The Reporting and Tax Lead shall possess a thorough knowledge of Generally Accepted Accounting Principles. This position will take a lead role in the preparation of GAAP University’s financial and tax reporting, various accounting projects/implementations, and assist with month-end and fiscal year-end closing processes. In addition, this position will examine financial documents/reports for completeness, accuracy, and conformance with GAAP, SAM, and established University and Auxiliaries’ policies and procedures.

The responsibilities and essential functions include the following, but are not limited to:

  • GAAP Financial Reporting and Audit

The Reporting and Tax Lead has a direct responsibility in the preparation of the University’s financial reporting to the State Controller’s Office, Chancellor’s Office, and other outside entities. The incumbent runs processes and creates schedules/reconciliations required by annual audit or upcoming GASB/FASB reporting requirements.

  • Chart of Accounts (COA) and Closing Rules

The Reporting and Tax Lead is responsible for the maintenance of the University’s chart of accounts for all business units (campus and Auxiliaries). The incumbent will provide recommendations and resolve errors associated with legal edits to make sure COA follows the guidance from Chancellor’s Office for year-end close and systemwide consolidation.

  • GASB/FASB Implementations and Other Projects

This position leads GASB/FASB standards implementations for campus and Auxiliaries, as well as other accounting projects as needed.

  • Tax Compliance and Reporting

Reporting and Tax Lead is also responsible for ensuring compliance with federal and state tax rules and regulations, and promoting awareness of tax issues within the University including the review of federal and state tax issues, new laws and regulations, and current court outcomes.

  • Oversight and Training

This position oversees the Reporting and Tax unit. This position works with other staff members assisting, guiding, training, and resolving accounting issues based on Generally Accepted Accounting Principles.

  • Other duties as assigned

Employment Status

  • Full-time, Exempt, Probationary with the possibility of converting to permanent.

  • This position will remain open until filled. The initial review of applications will begin on October 4, 2021

Work Schedule

  • Summer schedule: Monday through Thursday (7:00 am - 5:30 pm)
  • Academic year schedule: Monday through Friday (8:00 am – 5:00 pm)
  • Some evenings and weekend hours may be required.

Key Qualifications

  • Extensive knowledge of Generally Accepted Accounting Principles (GAAP) and GASB/FASB standards
  • Knowledge of statistical and mathematical presentation of data.
  • Knowledge of advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems, and/or other types of records management systems.
  • General knowledge of governmental accounting and internal control methods and related laws, rules, and regulations.
  • Ability to prepare complex financial statements and reports; understand and interpret laws and rules; communicate effectively with others inside and outside the unit, including conveying complex and technical professional accounting information to non-Accountants.

This position will analyze transactions from various systems and processes with an emphasis on improved efficiency. Other abilities necessary to perform the duties of this position are:

Education and Experience

  • Equivalent or a bachelor’s degree with a major in accounting, business administration, finance, or a closely related field OR a combination of education and experience which provides the required knowledge and abilities.
  • Equivalent to five (5) years of professional-level accounting experience.

Preferred Qualifications

  • CSU accounting and reporting experience.
  • Experience with ERP systems, such as PeopleSoft.

Salary:

Anticipated Hiring Range: $6,250 - $6,667 per month

Hiring Range: $4,899 - $9,454 per month
