Job Summary:

The purpose of this position is to support the Associate Director of Compliance and Strategic Initiatives in advancing the division’s compliance, audit, and strategic priorities. The incumbent provides lead direction and coordination of day-to-day activities related to compliance monitoring, process improvement, and project implementation. By ensuring operational efficiency, data integrity, and alignment with institutional goals, this position contributes to fostering a culture of accountability, continuous improvement, and organizational excellence within Human Resources.

Responsibilities:

  • Provide functional leadership for HR compliance and audit activities by assessing risk, identifying gaps, and recommending corrective actions aligned with CSU and institutional policies.
  • Interpret and operationalize CSU, federal, and institutional requirements through advanced reviews of HR documentation, internal controls, and audit standards.
  • Lead monitoring of corrective action plans, partnering with departments to resolve findings, strengthen compliance, and support audit closure.
  • Develop and maintain compliance tracking systems, audit tools, and documentation workflows to improve risk mitigation and audit readiness.
  • Serve as a technical and strategic resource to HR staff and campus partners on audit expectations, documentation, and compliance best practices.
  • Translate HR and institutional priorities into executable projects, advising leadership on timelines, resources, and risk considerations.
  • Lead complex HR compliance and operational improvement projects, coordinating cross-unit collaboration and resolving escalated workflow issues.
  • Design and continuously improve project management tools, timelines, and reporting structures to support high-impact HR initiatives.
  • Develop executive-level reports, dashboards, and presentations by synthesizing data, performance metrics, and initiative updates.
  • Monitor milestones, outcomes, and impact measures to identify trends, risks, and opportunities for continuous improvement.
  • Conduct advanced analysis of HR workflows and business processes, identifying inefficiencies and recommending system-level improvements.
  • Lead planning and coordination for campuswide strategic planning sessions, retreats, professional development, and engagement initiatives.
  • Develop policy summaries, procedural guidance, and official communications to ensure consistent interpretation and application of HR and compliance requirements.
  • Lead cross-departmental communication, training, and stakeholder engagement efforts related to HR initiatives and compliance programs.
  • Serve as a trusted advisor on sensitive HR matters, exercising sound judgment and maintaining strict confidentiality.
  • Provide expert-level input to HR leadership and governance bodies and support special projects and institution-wide initiatives as assigned.
  • Other duties as assigned

Minimum Qualifications: Required Education and Experience

  • Equivalent to a bachelor’s degree in a related field and four years of relevant experience. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis.

  • Advanced knowledge and understanding of human resources or a specialized functional area.
  • Demonstrated ability to independently apply advanced judgment to resolve complex and difficult issues.
  • Proven experience managing sensitive and complex personal situations, with the ability to deescalate effectively.
  • Advanced analytical and organizational skills to prioritize, manage, and complete projects within time and budget constraints.
  • Ability to effectively represent the university and collaborate with internal stakeholders and senior leadership.
  • Advanced skill in mentoring, guiding, or overseeing the work of other professional staff.
  • Ability to analyze problems from a broad, integrative perspective and develop strategic, principle-based solutions.
  • Advanced proficiency in the use of technology, HR information systems, and management tools.

Preferred Qualifications

  • Bachelor’s degree or equivalent combination of education and administrative experience, plus two years of related experience.
  • Proficiency with PeopleSoft, CHRS, LMS Booking System, and university expense processes preferred.
  • Strong analytical skills with the ability to resolve complex questions and situations.
  • Excellent customer service and communication skills across in-person, phone, email, and virtual settings.
  • Ability to present effectively and develop informational materials (e.g., presentations, flyers, communications).
  • Working knowledge of applicable administrative theories, policies, procedures, regulations, and fiscal/operational analysis.
  • Ability to independently plan, organize, and manage work across competing priorities.
  • Demonstrated skill in research, data analysis, policy/program development, and making sound recommendations.
  • Ability to investigate issues with broad impact, anticipate challenges, and address them proactively.
  • Experience training others and providing lead work direction.

Compensation and Benefits:

Initial salary step placement will be Step 1 ($5,797/month) for qualified candidates.

CSU Classification Salary Step Range: $5,274 - $8,445 per month (Step 1 – Step 20)

The salary offered will take into account internal equity and experience among other factors.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Position Information:

Work status: Full-time/Exempt/Probationary

Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

Background Check

Satisfactory completion of a background check (including a criminal records check) is required for employment.  CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information.  Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Drivers License Check

Possession of a valid Driver's License is required.  Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Mandated Reporter

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
