THE DEPARTMENT:

The Division of University Advancement is one of five central divisions of the university whose primary purpose is to enhance the private support and knowledge of the university. This is accomplished by initiating programs, events and activities that stimulate the involvement and interest of alumni, friends, parents, corporations and foundations to develop relationships that will foster and stimulate giving to the university. The office the Vice President of University Advancement oversees the offices of development, alumni and external relations, advancement services and annual giving. The division manages and operates the Cal Poly Pomona Philanthropic Foundations which serves as the official entity to receive and manage all contributions to the University. Under the telework policy it is understood that your physical presence may be required on individual scheduled remote days based on the needs of the campus, division, department, or request of your HEERA Manager.

DUTIES AND RESPONSIBILITIES:

Cultivation of Governmental Officials/Agency Relationships

  • The position of Director of Government and Community Relations reports directly to this position.
  • The AVP of Government and Community Relations manages the daily responsibilities of the Director, provides direction for cultivation of government officials and agency relationships, outreach programs, and communications.
  • In the absence of the Director, the AVP will provide back-up on community relations activities to direct and coordinate the liaison between various stakeholders and CPP, including serving as the representative of CPP at regional transportation public forums and meetings.
  • Manages all campus activities and relationships with federal, state, and local elected officials and their offices.
  • Manages visits to campus for elected officials and their staff from the university’s service area, as well as those who visit from other areas.
  • Develop tour site visits, prepare briefing materials, assist in hosting tours, and prepare follow-up materials.
  • Manages legislative and agency visits by university personnel to Sacramento and Washington, D.C., including setting up meetings with legislators and staff, developing issue papers and briefing materials, determining strategy for funding requests, managing visits, and preparing follow-up materials.
  • Works closely with the college deans and Office of Research, Innovation and Economic Development to manage the university’s relationships with a variety of government agencies.
  • Prepare reports, correspondence, and briefing materials on behalf of the president’s office relating to local, state, federal, and CSU issues.
  • Host governmental officials and their staff members at university events such as award ceremonies, fund-raising dinners, and town hall meetings.
  • Coordinate campus-based events involving government officials (elected or appointed) to ensure appropriate protocol is followed.
  • Develops relationships with regional economic development agencies and staff to promote the university’s effective participation with these agencies in job creation, occupational training, and business development.

External Relations

  • Represent the university at events and community-based meetings involving elected officials and their staff. This includes chambers of commerce, various government relations committees, and regional associations of various governmental entities. Communicate on behalf of the university and university president to the Chancellor’s Office, Sacramento, Washington, D.C., offices and other external agencies information pertaining to campus outreach efforts, including but not limited to: achievements, funding needs and partnerships.
  • Serve as campus liaison for CSU system-wide advocacy efforts with alumni, faculty, staff, and students. Facilitate CSU information requests and coordinate campus visits by CSU staff, including but not limited to, Board of Trustees, and other CSU officials.
  • Participate in system-wide events that affect the campus, including Advocacy and State Relations (ASR) and the Office of Federal Relations mandated events and training sessions. Develop reports, materials and speaking points for the university president based on campus advocacy efforts, including federal lobbying disclosure reports. Identify, create, and implement new advocacy programs.
  • Represent the university and/or the President’s office at appropriate community forums and public relations events.

Resource Development

  • Facilitate the research, tracking, and dissemination of funding opportunities available to the university from a variety of government agencies and sources – local, state, federal, and international.
  • Track state and federal legislation that may provide funding opportunities that could support campus projects, programs, and interests.
  • Develop, coordinate, and implement strategy to facilitate the acquisition of governmental resources at the federal, state, and local levels.
  • Develop case statements, documentation, and other materials needed for legislative proposals, which provide budget allocations for campus projects and interests, as identified by university administration.
  • Cultivate relationships with legislative staff members, agency contacts, and others who can assist the campus in identifying and acquiring resources for the university, establish and promote effective relationships with grant program officers.
  • Provide governmental relations support for initiatives of the president and the university in acquiring non-financial resources such as property, or the locating of facilities of other government/private entities on campus property.
  • Coordinate with the Office of Corporate and Foundation Relations as appropriate, to ensure proper contact and follow-up with local and national companies interested in supporting the university.

QUALIFICATIONS:

  • Master's Degree - political science/government, public administration or related field, or juris doctor degree. or
  • Minimum of five years of experience in government or community relations, fund raising and resource acquisition at the state and/or federal level. 
  • Familiarity and practical experience with event planning, and training/recruitment of volunteers.
  • Demonstrated understanding of political processes (local, county, state, and federal).
  • Demonstrated understanding of the relationship of public higher education in California to both state and federal funding processes.
  • Strong organizational skills and excellent written and oral communication skills.
  • Demonstrated ability to work with multiple constituencies and demonstrate diplomacy.
  • Demonstrated ability to research, analyze, and recommend strategies for program and policy development.
  • Demonstrated experience working with faculty to promote funding opportunities and in ways to support their efforts to secure government grants.
  • Driver License, Valid and in State Upon Hire Required


PREFERRED QUALIFICATIONS:

  • Five years of experience in governmental or community relations, fund-raising and resource acquisition at the state and/or federal level preferred.
  • Demonstrated understanding of university (or higher education) protocol related to contact with governmental officials and their staff. Working knowledge of state and federal budgets and the appropriations processes.
  • Experience working in a multi-disciplinary academic environment.
  • Proven experience in securing grands/funds.
  • Must be able to communicate in person, electronically, and over the phone with a diverse population of constituents on and off campus.
  • Possess a broad knowledge of governmental and/or legislative affairs and how these relate to higher education.
  • Ability to operate a vehicle to attend regional and university events, visit elected officials/district offices, attend meetings, conferences, etc. around Southern CA and travel by air to Sacramento and Washington, D.C

CSU Classification Salary Range

The CSU Classification Standards for this position are located on the CSU Classification Standards website. The CSU Salary Schedule is located on the CSU Salary Schedule website. The classification salary range for this position according to the respective skill level is: minimum $5,053 and maximum $16,221 per month. University Driving Requirement

Positions that require driving for university business by using a personal or state vehicle must comply with the Authorized University Driver Policy. Driving records are monitored and evaluated by the Risk Management Department. The Risk Management Department evaluates a good driving report based on the following criteria. The driver must: 1. Have a valid California or other State Driver’s license. 2. Have no more than 3 motor vehicle violations or been the cause of 3 accidents in a 12-month period (or any combination of 3 thereof) 3. Not have more than 3 DMV Points, if their license is Class C or, 4. Not have more than 5 DMV Points, if their license is Class A, B, or C with endorsements.
