Cal State Fullerton currently provides residence hall and apartment style living for approximately 2,200 students that is safe, clean and very convenient. We seek an exceptional individual to join our team as the Budget Analyst III. Under the general supervision of the Executive Director, Housing and Residential Engagement, the Budget Analyst III independently performs the technical budget analysis and reporting work required to administer the revenue, operating and capital budgets for all cost centers within Housing and Residential Engagement. Serves as a budget advisor to Housing and Residential Engagement staff; assists with short and long-term budget administration, planning, and analysis coordinates training sessions for staff on budget tracking including system access and security; communicates information related to budget administration policies and procedures both in writing and verbally, as needed.
The Budget Analyst III processes, records, maintains, tracks, and reconciles the revenue and expenditures for all Housing and Residential Engagement accounts with the Common Financial System and the Cal State Fullerton Philanthropic Foundation reporting systems; resolves discrepancies; develops revenue and expenditure reports; monitors budgets transfers; develops and maintains salary projections; and processes the monthly Payroll and reconciles with the Payroll Expenditure Reports.
The Budget Analyst III serves as a strategic advisor to the Associate Director for Administration and Conference Services along with the Executive Director for Housing and Residential Engagement with the complex financial forecasts, projections, and analysis needed for the department. Assists in monitoring the hiring processes within the department as it pertains to budgeting and prepares mid-year as well as year-end financial statements and reports. Other duties as assigned.

Essential Qualifications
|
Equivalent to a bachelor’s degree in a related field and four years of relevant experience. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis. Working independently under general supervision, performs advanced budget analysis work by exercising lead oversight for most projects and responsibilities. Applies advanced knowledge or expertise to recommend and implement strategic plans and initiatives. Demonstrates advanced discernment in selecting methods and techniques for obtaining solutions. In collaboration with management, oversees, assesses, formulates, and evaluates programs, policies, and procedures. Decision-making is based on budget analysis best practices; relevant regulations; advanced experience; and university goals and practices. Work is focused on ensuring alignment with overall objectives. Handles multiple work priorities and may provide lead work direction with accountability for results. Advanced knowledge of financial, budgetary, and accounting principles and practices. Thorough knowledge of the purpose, functions, and fiscal organization of the campus(es). Thorough knowledge of the principles of position control and budgetary alignment. Advanced knowledge of the principles and practices of public finance, administrative personnel, fiscal management, and cash-flow management. Advanced knowledge of research techniques and statistical principles and procedures. Knowledge of or ability to quickly learn the financial structure and financial procedures of the university. Ability to analyze and review the campus budgets and financial practices, and present complex budget information in a clear, concise, and professional manner, analyze situations accurately, and develop an effective course of action. Advanced analytical skills in order to evaluate and interpret data to develop sound conclusions and recommendations. Advanced communication and interpersonal skills to effectively present information and ideas and advise managers, staff, and faculty regarding budgeting policies and procedures. Ability to effectively mentor or lead the work of others.
A background check (including a criminal records check) must be completed satisfactorily and is required for employment. Preferred Qualifications
|
Master's degree from an accredited college or university in accounting, business administration or a related field. Previous CSU experience, especially in a budget/administration and/or housing related position is highly desirable.
