Salary

The anticipated salary hiring range is up to $95,004 per year, commensurate with qualifications and experience.

Position Information

The California State University, Office of the Chancellor, is seeking an Assistant Manager, Fiscal Services to manage the general accounting department, driving operational excellence and accurate financial reporting. This role actively monitors performance, strengthens internal controls, and champions a customer-focused culture by delivering responsive, high-quality service. Responsibilities include developing and implementing policies and procedures that align with CSU standards, providing expert accounting guidance and training to stakeholders, and managing special projects and other assignments to support continuous improvement and organizational goals.

Responsibilities

Under the general direction of the Senior Director, Systemwide Financial Standards & Reporting, the Assistant Manager, Fiscal Services will perform duties as outlined below:

Manage the CO general accounting department:

-Offer clear guidance to team members and ensure accountability for achieving desired outcomes.

-Assign tasks and guide overall workload priorities.

-Approve staff’s monthly reconciliations and recommend improvements, as appropriate.

-Examine financial documents for completeness, accuracy, and conformity with established policies and procedures.

-Review, approve, and post journal entries from direct reports.

-Provide audit requests for general accounting internal and external audits.

-Prepare CO financial statements and footnote disclosures.

-Coordinate the overall month, quarter, and year end accounting close process.

-Provide required communication with various levels of customers regarding accounting activities and reports.

-Manage the applicable record retention for CO and related entities.

-Oversee the maintenance of CO trust fund agreements.

-Collaborate and communicate with Finance and Budget Administration colleagues, especially, systemwide accounting.

-Annually review the CO chart of accounts, particularly, fund and account for appropriateness and inactivity.

-Keep management informed of department progress and consult on important decisions.

Oversee and evaluate departmental performance to maintain accurate financial reporting, enforce robust internal controls, and deliver outstanding customer service. Develop CO policies, procedures, and practices:

-Identify key skills, training needs and knowledge gaps in the department.

-Establish goals for staff development and monitor progress.

-Assess and identify any needed changes to accounting systems or tools used by staff.

-Develop and maintain desk manuals for each position.

-Develop, provide, or coordinate staff training and cross-training to ensure smooth continuous operations.

-Identify rules and policies that impact the team and update procedures to reflect current practices.

-Recommend and collaborate with Fiscal Services Manager (FSM) to develop, implement, and socialize CO policies and procedures, as appropriate, ensuring consistency with CSU and CO policies and the Legal Accounting and GAAP Reporting Manuals standards.

-Propose and work with FSM to develop, implement, and socialize internal controls and establish appropriate safeguards.

Provide accounting guidance, support, and training to customers:

-Review the satisfaction surveys to implement areas for improvement.

-Provide effective inter-departmental reporting, analysis, and communication.

-Respond to customers in a timely manner.

-Deliver training to end user community on accounting, processes, policies, including any changes or updates.

-Familiarize customers with the Financial Services training library and other helpful resources on the Financial Services website.

-Build a collaborative working environment with customers and colleagues.

Special projects and other duties, as assigned:

-Complete projects assigned by the FSM, as needed.

-Assist FSM with the department budget development and projections.

-Assist FSM in the development and implementation of digital solutions by designing and implementing streamlined processes, advanced software, and data-driven reporting tools.

-Serve as a back-up to the FSM, as needed.

Qualifications

This position requires:

-Bachelor's degree in accounting, business administration, economics, finance, or related field.

-Minimum of 3 years' supervisory experience in providing work directions to professional and/or technical staff.

-Minimum of 5 years’ experience performing professional accounting work.

-Strong understanding of GAAP and proper accounting treatments following GASB pronouncements.

-Strong knowledge and experience with cash reconciliations, accounts receivable, cashiering activities, journal entries.

-Proficiency with current electronic mail, word processing and spreadsheet software programs, query tools, integrated financial systems and/or other types of records management systems.

-Experience working with external and internal auditors.

-Strong knowledge of internal control methods and related laws, rules, and regulations.

-Strong analytical and technical skills.

-Excellent verbal, written and interpersonal skills. 

-Demonstrated experience in developing and completing projects and priorities.

-Ability to evaluate complex problems, provide straightforward solutions and successfully implement those solutions.

-Adhere to university policies & guidelines including safety, civility, and nondiscrimination.

-Good management, coaching, mentoring, and training skills.

Preferred Qualifications

-Knowledge of the CSU accounting processes and fund structure.

-Certified Public Accountant/Certified Management Accountant certification.

-Preference given to individuals with proficiency in PeopleSoft (specifically Accounts Receivable/Billing, General Ledger) and Oracle Business Intelligence (i.e., Data Warehouse).

-Preference given to individuals with prior governmental accounting experience.
