(557192) Phlebotomist/Clinical Lab Assistant, Pool Phlebotomist/Clinical Lab Assistant, CSU Classification Salary Range: $21.78 – $30.50 Per Hour (Step 1- Step 18), Anticipated Hiring Range: $21.78 - $23.58 (Step 1-5). Final salary placement is commensurate with experience, internal equity, and budget considerations. This is a temporary, intermittent hourly, non-benefitted, non-exempt, 10-month pay plan.
Position Summary:
Under the supervision of a Clinical Laboratory Scientist, the Phlebotomist/Lab Assistant Pool supports overall operations and performs phlebotomy for use in the diagnosis and treatment of medical problems. This position requires specific medical training and certification.
Key Responsibilities:
- Performs Phlebotomy – 30%
- Gives appropriate patient instructions for the self-collection of samples – 30%
- Labels and processes specimens for in-house and send-out reference lab testing using the lab information system (LIS) and related paperwork – 20%
- Assists with inventory and stocking of supplies – 5%
- Answers phone and assist clinical staff with lab-related specimen collection questions – 5%
- Disposes biohazardous and chemical waste – 5%
- Other duties as assigned – 5%
Knowledge, Skills, and Abilities Associated with this Position Include:

- General knowledge of clinical laboratory operations and equipment, including an understanding of, or the ability to quickly learn, laboratory safety and quality assurance practices and procedures.
- General knowledge of medical terminology pertinent to laboratory operations.
- Applicable laws and regulations pertaining to clinical laboratory operations and patient confidentiality.
- Working knowledge of CLIA-waived testing procedures, methods, and criteria.
- Ability to collect required specimens for and perform assigned CLIA-waived testing with required attention to accuracy and detail.
- Perform phlebotomy using the appropriate equipment including venipuncture and capillary puncture.
- Use applicable equipment and materials in performing laboratory tests.
- Use applicable automated systems for maintaining and tracking laboratory and patient records.
- Maintain patient confidentiality as required by applicable state and federal laws and regulations.
- Maintain effective working relationships with practitioners and other health center support staff.
- Be sensitive to and communicate effectively with diverse patients.
As related to the major responsibilities for this position:
- Ability to collect and prepare required specimens with attention to accuracy and detail
- Perform phlebotomy using appropriate equipment
- Knowledge of techniques for proper handling of infectious material
- Ability to follow detailed oral and written directions and learn exacting techniques and quality assurance procedures
- Keep accurate records and use applicable automated systems to maintain and track laboratory and patient records
- Maintain patient confidentiality as required by applicable federal and state regulations
- Work effectively with patients and staff and as part of a team
- Must have excellent customer service skills
- Ability to manage multiple tasks
- Proven ability to maintain dependable work habits
- Ability to learn new tasks and procedures
- Ability to use equipment in the performance of job duties including engineered sharps and other phlebotomy equipment, phlebotomy chair, clinical centrifuge, timer, tube mixer, electronic medical records system, and laboratory information system
- Ability to effectively communicate with and be sensitive to a diverse population
Minimum Qualifications:
Education and Experience
- High school diploma or equivalent and six to twelve months of related experience in a healthcare setting or equivalent combination of education and experience which provides the required knowledge and abilities.
License and Certifications:
- Possess and maintain valid certification as a Certified Phlebotomy Technician I, as defined by the California Department of Health Services, which permits the incumbent to perform skin punctures and venipuncture.
Preferred Qualifications:
- Experience with Medical Records Systems
- Efficiency in the use of computers and laboratory information systems
- Knowledge of medical terminology pertinent to laboratory operations
