Salary

The anticipated salary hiring range is up to $207,396 per year, commensurate with qualifications and experience.

Position Information

The California State University, Office of the Chancellor, is seeking a Senior Director, Application Development & Campus Support Services to manage the planning, design, implementation, and ongoing support for Oracle/PeopleSoft's Enterprise Suite of Finance (FIN) and Student Administration (SA) across 22 campuses and the Chancellor’s Office. Provides strategic leadership and oversight of the CSU’s systemwide ERP portfolio, including enterprise strategy and roadmap, governance, modernization priorities, enterprise architecture, investment planning, and long-term sustainability.

The Senior Director of Application Development and Campus Support Services will lead the development and implementation of a long-term sustainability strategy that allows for integrating third-party systems into a cohesive Student Information System are included. Manage and direct the Chancellor's Office (CO) Applications, including staff and systems.

The Senior Director will be a technical leader, playing a significant role in evolving our ERP systems and the entire development team into a next-generation administrative system by implementing a microservice-based development strategy. Evolving to a microservice-based architecture is necessary to meet the current and future demands of student success systems, where integration with ERP systems is often a major challenge.

The Senior Director will be responsible for the continued development of the Chancellor’s Office Information Systems Managed Services (CIMS). CIMS is a partnership program that encourages and sustains best practices through managed services. The program’s goal is to be a provider of choice for campuses to address their ongoing ERP support responsibilities and achieve systemwide standardization. The Senior Director will be the program’s point of contact and will be responsible for program development and expansion, campus support, and the acquisition, training, and allocation of resources.

Responsibilities

Under the general direction of the Chief Information Systems Officer, the Senior Director, Application Development & Campus Support Services will perform duties as outlined below:

-Establish and lead cross-functional teams comprising program and project managers, systems analysts, developers, functional experts, integration analysts, data architects, training, documentation, and web specialists, contractors, and vendors for the Oracle/PeopleSoft Enterprise Finance and SA applications;

-Maintain extensive contact with CMS management and staff at the CSU, CO, SCO, and CHRS, as well as with consultants and vendors, and maintains regular interaction with other Oracle clients and professional associations;

-Advise the Chief Information Systems Officer (CISO) on the development and expenditure of the departmental budget and on project management strategies.

-Develops, manages, and maintains policies, guidelines, cost structure, marketing, campus onboarding, and resource allocation for the Chancellor’s Office Information Systems Managed Services (CIMS) program.

-Leads the ongoing support and expansion of CIMS, serves as the primary point of contact, determines the services offered, and manages the service catalog to ensure that the services provided are well aligned with campus needs. The Senior Director also manages the dedicated team supporting the program and manages the use of existing resources within the Chancellor's Office that can be leveraged to provide those agreed-upon services.

-Leads the California State University's systemwide ERP strategy and long-term vision, overseeing the ERP roadmap, governance framework, modernization initiatives, enterprise architecture, investment planning, and the sustainable evolution of the ERP ecosystem to support CSU’s strategic, operational, and academic priorities.

-Recommends, develops, and/or refines policies and procedures impacting the CSU Finance and SA projects, and provides advice and guidance on HR/CHRS matters as they relate to CS and CFS. In addition, the Senior Director advises the CISO on short- and long-term strategies for implementing and maintaining the CMS applications and services.

-Develops and implements an integration strategy that integrates third-party systems into a cohesive student information system.

-Develops the staffing plan, identifies, evaluates, and recommends the resources needed for implementation, upgrades, support activities, and related projects. This includes coordinating and managing project resources for hardware, software, and external vendors involved in systems development, implementation, upgrades, and CO Applications support.

-Identifies, evaluates, and supervises third-party vendors and consultants, and prepares, negotiates, and monitors compliance with vendor and consultant contracts.

-Collaborates with managers, project leads, and other subject matter experts and technical staff from the Chancellor's Office and 22 campuses.

-Performs other IT-related duties and assignments as directed.

Qualifications

This position requires:

-A bachelor's degree in a related field and a minimum of seven (7) years of progressively responsible experience in systems development, project management, and IT management, including experience with systems analysis, programming and/or database management, is required. The position also requires comprehensive knowledge of project management and control techniques, including milestone and critical path scheduling, budget analysis and variance reporting, as well as experience with PeopleSoft or a similar ERP application. An equivalent combination of education and relevant experience may be considered.

-Must possess excellent written, oral, presentation, facilitation, and relationship-building skills, with the ability to clearly communicate issues and recommendations to internal and external stakeholders, technical and functional leaders, governance groups, consultants, and vendors; build trust; and drive consensus among stakeholders with differing priorities.

-Ability to develop, interpret, and implement policies, standards, procedures, and governance practices; assess technology, security, operational, and financial risks; and make sound, timely decisions based on independent judgment.

-Ability to establish and execute a long-term ERP strategy, roadmap, governance model, modernization priorities, enterprise architecture, and investment plan that align technology decisions with CSU's business, academic, and operational priorities.

-Must have strong analytical, systems-thinking, decision-making, negotiation, and problem-solving skills, including the ability to manage competing priorities, work under pressure, respond to changing requirements, and translate ambiguous business needs into practical, sustainable solutions.

-Demonstrated ability to lead large, complex, multi-year technology initiatives across multiple organizations and campuses; establish priorities, milestones, dependencies, budgets, risk controls, and measurable outcomes; and deliver solutions within approved scope, schedule, and resources.

-PeopleSoft Finance and/or Campus Solutions experience, including implementation, upgrades, production support, integration, and long-term platform sustainability, is a plus.

-Progressively responsible leadership experience in a CSU or comparable systemwide, multi-campus, or public-sector technology environment is a plus.

Preferred Qualifications

-Master’s degree preferred.

-Knowledge of administrative practices, governance structures, and service delivery in a public university environment is strongly preferred.
