Job Summary:

The Program Specialist will administers and implements Human Resources programs and initiatives supporting the University’s HR-Staff Development & Enrichment unit in developing and implementing HR compliance strategies towards 100% completion and staying up to date with changes in laws and regulations related to higher education mandatory training.

Under the general direction of the Director of Professional Development & Employee Enrichment, the Program Specialist is responsible for coordinating and assisting with the University’s scorecard in completing compliance and required training, learning and professional development, compliance reporting (metrics, data analytics), related duties as assigned and provide accessibility support for employees (staff, faculty, administrators), auxiliaries, volunteers, and students across the San Bernardino and Palm Desert campus locations utilizing tools and learning management systems developed to support compliance training.

Responsibilities:

Training Compliance Coordination
• Coordinate end-to-end logistics for required student training programs related to CSU and campus Non-Discrimination, Gender Equity & Title IX, and Sexual Violence Prevention policies by planning communications, scheduling sessions, maintaining presentation materials, and tracking participation in accordance with annual mandates.
• Coordinate compliance-related training logistics for employees—including staff, faculty, and administrators—by tracking assigned modules, communicating deadlines, and partnering with campus entities to ensure completion of Executive Order 1095 requirements and other CSU-mandated programs (e.g., Conflict of Interest, FERPA/Data Security, Mandated Reporter, and Discrimination/Harassment Prevention).
• Monitor non-compliance for both student and employee populations and collaborate with appropriate campus units to ensure required actions (such as registration holds or follow-up notifications) are implemented accurately and consistently.
• Partner with training liaisons to support the development and implementation of operational processes that promote compliance with federal, state, and CSU requirements.
• Conduct internal records audits, document findings, recommend procedural improvements, and ensure accurate and timely reporting of training completion data.

Documentation & Reporting
• Coordinate documentation processes for required compliance forms, including planning, organizing, collecting, retaining, and purging Form 700 and Outside Employment Disclosure materials in accordance with CSU deadlines and regulatory requirements.
• Prepare compliance-related reports for internal stakeholders and external regulatory authorities by gathering data, verifying accuracy, and presenting information in alignment with established reporting timelines.
• Develop and implement routine monitoring mechanisms that track completion, identify non-compliance, and ensure appropriate follow-up or escalation actions are taken.
• Conduct ongoing reviews of documentation to identify discrepancies, gaps, or opportunities for improved efficiency and accuracy in compliance tracking processes.

Administrative, Analytical, and Technical Responsibilities:
• Maintain accuracy and currency of HR compliance-related content across communication channels, including websites, training portals, and social media, ensuring employees and students have access to reliable information.
• Respond to general questions regarding compliance training requirements, provide troubleshooting assistance, and support users in accessing required modules.
• Respond to audit requests by gathering data, preparing analytics, and compiling usage reports related to compliance training and documentation.
• Assist in developing, updating, and maintaining compliance training materials to reflect current CSU programs, campus practices, and relevant federal and state regulations.
• Track and monitor grant-related compliance requirements—including National Science Foundation documentation—in collaboration with the Office of Research and Sponsored Programs.
• Stay current with applicable labor laws, training regulations, and best practices to support accurate compliance operations and provide routine guidance within established policy frameworks.
• Participate in HR-related committees, support division-wide projects, assist colleagues and leadership with special assignments, and provide back-up support to ensure continuity of workflows.
• Complete mandatory training requirements consistent with CSU classification expectations.
• Provide back-up support and coverage where needed.

Perform other job-related responsibilities consistent with the scope and level of a Human Resources Professional II to support unit operations and campus compliance needs.

Minimum Qualifications: Required Education and Experience

Equivalent to a bachelor's degree in a related field and two years of relevant experience. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis.

Required Knowledge, Skills, and Abilities

Working skills and knowledge of human resource discipline principles, practices, and related regulations. Demonstrated experience in developing and implementing human resource standards, policies, and procedures. Strong project planning and organizational skills to plan, organize, and manage multiple projects. Strong analytical skills in order to evaluate and interpret data to develop sound conclusions and recommendations. Strong communication and interpersonal skills to effectively present information and ideas and advise managers, staff, and faculty regarding human resources policies and procedures.

Preferred Qualifications

• Knowledge of Learning Management Systems (LMS), including capabilities, limitations, administration, and best practices.
• Ability to use and manage learning technologies and tools for online courseware development, virtual training, online publishing, video editing, and related digital platforms.
• Proficiency in standard educational and office technologies, including Zoom, Adobe applications, Canva, Drupal, Qualtrics, Microsoft Office Suite, Google Drive, and other university-supported systems.
• Ability to collaborate effectively with internal and external subject matter experts and diverse stakeholders to develop and deliver learning content.
• Strong interpersonal skills with the ability to establish, foster, and maintain effective working relationships across diverse populations and within complex organizational environments.
• Excellent written and verbal communication skills, including the ability to present ideas, facilitate discussions, write reports, and communicate clearly and professionally.
• Demonstrated consultative and facilitation skills to gain consensus and support decision-making across stakeholder groups.
• Ability to interpret, communicate, and apply a wide range of policies, procedures, laws, regulations, and administrative guidelines.
• Working knowledge of or ability to quickly learn university infrastructure, operating procedures, and applicable state and federal employment and education regulations.
• Capacity to use judgment and precedent to resolve administrative issues and ensure procedural compliance.
• Demonstrated ability to maintain strict confidentiality when working with sensitive information and records.
• Ability to exercise independent judgment, discretion, and sound decision-making in complex, sensitive, or ambiguous situations.
• Strong critical thinking skills with the ability to analyze situations from a broad, systems-level perspective.
• Ability to identify underlying principles, anticipate next steps, and develop strategic solutions to operational and organizational challenges.

• Understanding of budget policies, operational management, and administrative methodologies to support program development and decision-making.
• Foundational competencies typically obtained through a bachelor’s degree and/or equivalent professional training and experience.
• Ability to collect, track, analyze, and report data using established research, statistical, and program evaluation methods.
• Skill in performing administrative, technical, and analytical work to support program development, evaluation, and continuous improvement.
• Capacity to analyze complex problems, interpret results, develop conclusions, and recommend new or revised procedures, policies, or solutions.
• Ability to compile, write, and present reports related to program or administrative functions.

Compensation and Benefits:

Anticipated Hiring Range: Step 1 $5,274 per month for qualified candidates. 

Classification Salary Range: $5,274 - $7,684 per month (Step 1 - Step 20). 

The salary offered will take into account internal equity and experience among other factors.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Work status: Full-time/Exempt/Probationary

Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some evenings/weekends. 

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

Background Check
