Job Summary:

This position provides strategic direction for all functions related to the outreach & recruitment of undergraduate students to California State University San Bernardino. They serve as a leader on the Enrollment Management team and develop, plan and execute strategy that supports the university’s enrollment of new students to the campus.

Duties / Responsibilities

  • Hiring, training, supervising and evaluating of staff in the department, including outreach, special events, campus tours and recruitment of historically underserved populations; sets expectations and schedules for recruitment events, fairs, high school and community college visits, works to develop new community and school partnerships to support the ongoing work of recruiting and enrolling first year and transfer students to CSUSB and guides professional development of staff and student paraprofessionals.
  • Provides on-going feedback, completes regular performance reviews and ensures team members have the resources needed to carry out their daily responsibilities. Steps in to manage work for team members when individuals are on extended leave by reassigning work or taking on projects as needed.
  • Partners with the VP on the identification of and application to grant programs which could support outreach activities.
  • Reviews and manages budget requests for all recruitment and outreach activities and provides oversight of the lottery funds issued to the department by the campus.
  • Strategic Recruitment Planning. Generate and analyze data and reports to drive informed decisions about recruitment efforts.
  • Establish and maintain relationships with High School and Community College Counselors, and other campus partners internal and external to the University.
  • Assures that needs of local, service and non-local area recruitment are being met by assigning events, activities and territories.
  • Works to build a pipeline of students, particularly underrepresented students to CSUSB through community partnerships and other strategic relationships including grant activities.
  • Builds a program for transfer student yield and works with staff and community college partners to encourage participation in and completion of Associates Degree for Transfer pathways.
  • Utilize resources to generate leads for the campus to support pipeline growth, and yield increases along the applicant to matriculated student pipeline.
  • Monitor and analyze web traffic, inquires and utilize CRM and other technologies to engage prospective and admitted students.
  • Oversee the Customer Service unit in Admissions and Student Recruitment (Front counter/inbound phones/walk-ins) and supervises team planning campus tours and prospective and admitted student events.
  • Coordinate all aspects of outreach events including Preview Day, community college and high school counselor events, and application workshops.
  • Develop the content and schedule for events and manage a designated budget. Engage with campus partners on their feedback and participation.
  • Develop communication plans and timelines for events including the maintenance of an annual calendar.
  • Collaborates with Marketing and Communications to develop multiple communication plans designed to achieve institutional enrollment objectives.  In partnership with Marketing and Communication, create materials for specific programs as needed.
  • Assures that brand standards are met, and that budget is allocated appropriately for additional materials, recruitment items and CSUSB giveaways for counselors, students and other critical campus partners. 
  • Maintains the prospective and admitted student communications flow, including prospective, admitted and yield communications, tele-counseling and social media campaigns.
  • Build a prospective student pipeline through strategic name purchases, outreach events to high school sophomores and juniors and identifying new markets for CSUSB to engage with for recruitment of students.
  • The Director, Outreach and Student Recruitment serves as a liaison to Chancellor’s Office designated committees and projects.
  • Works in close collaboration with the Director, Admissions Operations, Director, Orientation and Transition Programs and VP, Strategic Enrollment Management & Marketing Communications Division to support student admission and enrollment, is a critical leader on the campus and will be appointed to campus committees as appropriate to their role and assignment.

Minimum Qualifications: Required Education and Experience

  • Experience: five - seven (5-7) years of experience with two - three (2-3) years of supervisory/managerial experience required.
  • Education: Bachelor’s degree from an accredited university.

Required Qualifications

  • The candidate must have a Master’s degree in a related field AND a minimum of five years’ experience in outreach, recruitment, marketing and/or communication or student support services.
  • Experience in the delivery of services/programs to students and external constituents.
  • Must have knowledge of higher education and enrollment management issues, policies and practices.
  • Successful candidates must have the ability to work independently, use good judgment, initiative and resourcefulness in planning and implementing work strategies and programs.
  • Will be able to lead and motivate staff and effectively present and articulate complex requirements and polices concerning enrollment services.
  • Performs administrative and programmatic duties as assigned and works extended hours, weekends and evenings in support of admissions, recruiting, programs and services.  Ability to prioritize work operations to meet department and campus needs.
  • Experience implementing and utilizing a CRM system. Familiarity and demonstrated success with data-driven strategies for prospective student recruitment.
  • High level of comfort with technology and data in the service of recruitment and outreach goals, and experience training staff in their incorporation into daily work.
  • Strong skills in strategic recruitment strategy concepts have excellent written and oral communication skills, outstanding interpersonal and social skills in interacting with a diverse population

Preferred Qualifications

  • Experience with recruitment in the CSU or other institution with experience in the state of California.

Compensation and Benefits:

Input Anticipated Hiring Range, Classification Salary Range 

Anticipated Hiring Range: $7,500 per month

Classification Salary Range: $4,812 - $15,449 per month

The salary offered will take into account internal equity and experience among other factors.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Position Information:

Work status: Full-time/Exempt/At-will

Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.           

This is a full-time management (MPP) position.  MPP employees serve at the pleasure of the campus President.  MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.

First considerations will be given to candidates who apply by October 8, 2024 and will continue until the position is filled; however, the position may close when an adequate number of qualified applications are received.

As of January 1, 2022, the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.

Background Check

Satisfactory completion of a background check (including a criminal records check) is required for employment.  CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information.  Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Campus Security Authority

This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
