
Job Summary:
Under the general direction of the Executive Director, Human Resources, this position manages the Classification and Compensation programs for MPP and staff positions, ensuring that salary programs outlined in the Collective Bargaining Agreements are applied appropriately. The role is responsible for overseeing the daily operations of the Classification & Compensation Department, collaborating with the campus community to promote university best practices, and supporting the implementation of initiatives aligned with the strategic direction of the Executive Director of Human Resources.
Responsibilities:
- Manage the administration of campus-wide compensation programs to ensure compliance with Collective Bargaining Agreements, CSU Technical Letters, and university policies.
- Collaborate with HR staff to implement salary and bonus programs, ensuring consistency, accuracy, and timeliness.
- Conduct comprehensive salary analyses to support management decisions and provide recommendations that promote internal equity, external competitiveness, and alignment with CSU’s compensation philosophy.
- Prepare detailed compensation reports for senior leadership and advise on practices addressing market competitiveness, retention, and equity concerns.
- Partner with campus leadership to align compensation practices with strategic priorities.
- Provide guidance to managers on salary placement, salary adjustments, and interpretation of compensation-related policies.
- Manage the classification program for staff and MPP positions across campus.
- Review and classify position descriptions prior to recruitment in collaboration with Employment Services.
- Partner with department managers on reorganizations and strategic staffing needs.
- Oversee the reclassification process, including reviewing job duties, conducting analyses, and making classification determinations with salary recommendations.
- Ensure updated position descriptions align with CSU classification standards.
- Develop and deliver training sessions related to classification, position descriptions, and other Classification & Compensation functions.
- Serve as a liaison with the Chancellor’s Office, providing input on classification updates and supporting the implementation of new or revised classifications across campus units.
- Manage the HR requisition process to ensure timely and accurate review of personnel transactions submitted through Cherwell, including stipends, reclassifications, conversions, temporary assignments, salary adjustments, and other requests governed by Collective Bargaining Agreements and CSU policy.
- Provide guidance to managers and supervisors on the appropriate processes for personnel requests, ensuring compliance with contractual, policy, and procedural requirements.
- Collaborate with HR Analysts, Payroll, and other campus stakeholders to ensure efficient processing and high-quality customer service.
- Oversee the review and processing of Independent Contractor (IC) requests submitted by staff and faculty to ensure timely and compliant eligibility determinations.
- Partner with Procurement and Accounts Payable to maintain compliance with AB5, Chancellor’s Office directives, and CSU policies.
- Advise departments on alternative employment options for denied Independent Contractor requests.
- Lead and support projects and initiatives assigned by the Executive Director of Human Resources or directed by the Chancellor’s Office Classification & Compensation team.
- Implement systemwide and campus-specific compensation and classification programs.
- Respond to updates in CSU policy or Collective Bargaining Agreements to ensure ongoing compliance and alignment.
- Conduct salary studies and develop recommendations to support strategic HR decisions.
- Update procedures and documentation to reflect changes in policy, practice, or organizational needs.
- Coordinate special projects that advance HR strategic priorities and enhance operational effectiveness.
- Participate in campus-wide initiatives such as ServiceNow, P2P, HRIS, and other technology or process improvement projects impacting Classification & Compensation operations.
- Respond to Chancellor’s Office (CO) requests for compensation reporting, including MPP Benchmarking, Systemwide Grievance Responses, Public Records Requests, and campus grievance requests.
- Provide timely and accurate responses to Employee and Labor Relations (ELR) and Institutional Equity and Compliance (IEC) requests related to classification and compensation data.
- Ensure all reporting and data sharing complies with applicable CSU policies, Collective Bargaining Agreements, and confidentiality requirements.
- Complete required and compliance training as assigned.

Minimum Qualifications: Required Education and Experience
- Bachelor’s degree, along with 2-3 years of supervisory or lead experience with a team in a related field.
Required Qualifications
•Demonstrated comprehensive knowledge of classification, compensation, and job evaluation principles, including applicable laws, regulations, and best practices.
•Proven ability to collaborate effectively with client groups and cross-functional HR teams to manage multiple projects and meet deadlines.
•Proficiency in data analysis and reporting using a variety of software applications, including Excel, PowerPoint, Word, and PeopleSoft (or equivalent HRIS systems).
•Strong analytical and critical-thinking skills to evaluate complex information and develop data-driven recommendations.
•Excellent written and verbal communication skills to present findings and recommendations clearly and concisely.
•Strong customer service orientation and interpersonal skills to interact professionally with a diverse range of stakeholders, including managers, employees, union representatives, and HR professionals.
•Demonstrated ability to develop, implement, and maintain classification and compensation programs, and to understand their interrelationship with other HR functions.
•Working knowledge of California laws related to independent contractors and general employment law principles.
•Ability to present classification and compensation information to both small and large audiences in a clear and engaging manner.
Preferred Qualifications
- Extensive experience and skill utilizing PeopleSoft or similar Human Resources Information Systems.
- Higher Education experience in a unionized environment is preferred.
Compensation and Benefits:
Anticipated Hiring Range: $4,135 per month – $7,500 per month
The salary offered will take into account internal equity and experience among other factors.

Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some evenings/weekends.
Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.
This is a full-time management (MPP) position. MPP employees serve at the will of the campus President. MPPs do not serve a probationary period and never receive permanent status.
This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
Campus Security Authority
This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
